Abstract

The purpose of this article is to present the problems of the cities of Russia in the mainstream of regional development, harmonization of the urban space and the socio-economic system, the formation and implementation of development strategies of cities to regional entities subject to the interests of different actors: government, business, NGOs, social groups and individual citizens that involves permanent scientific support for policies at all stages of their implementation, constant monitoring of the effectiveness of the measures. Research method-analysis of statistics and materials of sociological research. The information base consists of statistical data for the Russian Federation as a whole, for its republics, territories, regions, Autonomous districts, and individual cities, as well as the results of sociological research conducted in various Russian cities, typologized by size, administrative status, level and profile of socio-economic development, and spatial location. The results obtained are formulated in the form of analytical statements and proposals aimed at to improve the system of urban development strategizing, to form the content of the strategy, in which the document should include a set of basic and additional sections, and their composition depends on the type of city. For different types of cities, a system of strategic goals and priorities for the main areas of socio-economic development of the city is defined. Areas are linked to the urban index development: economic development, development of human capital, improvement of the quality of the urban environment, development of social infrastructure. A set of typical priorities for socio-economic development of the city is proposed. Among the priorities, it is recommended to consolidate and concretize the directions of development of this city developed jointly by all stakeholders, ensuring its competitiveness in the region. in the short, medium and long term, namely: economic growth on a modern scientific and technological basis; development of human capital; improvement of the investment climate; development of urban infrastructure; improving the efficiency of municipal management; agglomeration integration; preservation of socio-cultural identity.
