Abstract

The paper is about the evolution of strategic planning pillars, which are in the conditions of information society and digital economy being linked to the digitalization of designing and implementing the strategies of socioeconomic development at the regional or local levels. The crucial shortcuts of the present-day strategic planning are indicated in order to overwhelm them while launching the digital strategies of the future. The designing of an interactive strategy is grounded by using our methodology of public-private planning which is aimed to reconcile interests of the state, municipalities and private business. The peculiarities of the basic units of digital strategies are considered. These units are strategic analysis and predict; public agreement and goal-setting; interactive map of the territory; indicators; legal, organizational and financial mechanisms of strategy implementation. It is shown that the given kind of digital strategy is based both on the complex mathematic models and on the humanitarian approach which proposes the design of strategy-as-hypertext. The advantages of digital strategy as a ‘vital’ and self-adaptive system are enlisted. The practical steps to implement the digital strategies into the public administration are proposed
