Abstract

The article presents the results of the analysis of functional relationships between indicators characterizing the intellectual, cultural and environmental aspects of human potential, on the one hand, and factors of scientific and technical potential, on the other. In total, 5 indicators of human potential were analyzed in their connection with 8 indicators of scientific and technical potential. The study was conducted in a regional context according to official statistics for the period from 2008 to 2018 by the method of correlation analysis taking into account shifts in time series. As a result of the study, it was found that the most sensitive to the studied qualitative characteristics of the population are the following indicators of scientific and technical potential: internal expenditures on research, the number of advanced production technologies used, the number of organizations that performed research and development. Among the factors of human potential studied, the strongest positive relationship with innovative development was found among the intellectual aspect, represented by the level of coverage of the population with higher and secondary specialized education, and the cultural aspect, represented by three indicators, among which the crime rate indicator turned out to be the most closely related to the factors of scientific and technical potential. For different indicators of scientific and technical potential, separate regions are identified that are most closely related to various qualitative characteristics of the population. The results obtained can be used to formulate a regional development strategy.
