Abstract

An attempt is made to identify whether there is a creative class in small communities of the Russian border area, as well as whether there are prerequisites for its emergence and/or development. Based on the concept of The Republic of Florida, according to which CC are people who have a high level of human capital, influence the formation of public opinion (for example, scientists, engineers, health workers, writers, poets, artists, businessmen, etc.). and choose to be located in cities with cultural amenities and a favorable environment, including a diverse population. In this context, public resources focus more on cultural consumption and less on economic consumption. Representatives of the creative class are more inclined to professional activities, where the financial side is not the main indicator of job satisfaction, for them, its content, recognition of their achievements, and opportunities for development are more important.
