Abstract

In modern Russia, digital transformation has become a new trend of societal changes and one of the officially established national development goals. The state authorities intend to purposefully stimulate digital changes in society and all its subsystems in the medium term (until 2030) to meet the Russian Federation's breakthrough development challenges. The problem is that the state's institutional and projective activity is developing faster than the research and prognostic capabilities of the Social Sciences. Many scientific organizations (especially at the socio-humanitarian cluster) are at early levels of digital maturity, and digitalization itself is dual in nature and is accompanied by contradictory effects.
