Abstract

The article describes the results of the analysis of the specifics of emergencies and the response to them of state institutions and civil initiatives, depending on the climatic and geographical features of the regions of Russia using the example of six regions from different climatic zones: Krasnodar Territory, Moscow Region, Transbaikal Territory, Murmansk Region, Yamalo- Nenets Autonomous Okrug, Primorsky Krai. The main conclusions of the study are to identify the following common features: (1) the more difficult climatic conditions (Transbaikal Territory, Krasnodar Territory, Yamalo-Nenets Autonomous Okrug) reduce the need of volunteer organizations at the time of an emergency, there are more relevant the functions of industrial, state municipal services those responsible for the prevention of emergencies (2) civil services are focused on basic education of the population, increased patrolling, integrated monitoring, primary response, and volunteer groups are focused on monitoring, preventive practices, compensate for the lack of human resources or patrolling resources of official departments; (3) natural emergencies caused by climatic and geographical conditions enhance the possibility of hybrid (technogenic and natural) emergencies The article describes the results of the analysis of the specifics of emergencies and the response tothem of state institutions and civil initiatives, depending on the climatic and geographical features of the regions of Russiausing the example of six regions from different climatic zones: Krasnodar Territory, Moscow Region, Transbaikal Territory,Murmansk Region, Yamalo- Nenets Autonomous Okrug, Primorsky Krai.
