Abstract

The article discusses the development of domestic reindeer husbandry in the Yamal-Nenets Autonomous District over the past 30 years in an entrepreneurial paradigm. Inside the “continuum” of nomadic entrepreneurs, a pole of completely economically independent reindeer herders and a pole of entrepreneurs relying entirely on state support are designated. Among the three main regions of reindeer herding in the Yamal-Nenets Autonomous District, Yamalsky region is characterized by the “meat model”, and Tazovsky and Priuralsky regions are characterized by the “antler model” of small business. The authors see the problem of pasture depletion as primarily institutional – the result of state support institutions that have created the wrong incentives for reindeer herders- entrepreneurs in recent decades. A concrete way of reforms in the Yamal reindeer husbandry is proposed. It will ensure not a half, but a decisive transition to an entrepreneurial model in the industry.
