Abstract

Changes in the status of universities of the Russian Federation, primarily regional ones, the prospect of their advancement within the framework of world-class scientific and educational centers - NOCs, as well as their role in solving the problems of socio-economic development of the constituent entities of the Russian Federation are analyzed. NOC in Russia is interpreted as social innovation, setting several goals, including their main one - the convergence of three fields: education, science and business. An attempt was made to identify the competitive potential of 85 universities included in the NOC. A comparative analysis of universities on the parameters of entering the domestic RAEX 2020 rating and the international MosMR 2020 was carried out, based on their belonging to the groups of national research universities, universities included in the Project 5-100 (currently reformatted), as well as support universities.
