Abstract

The relevance of the study is determined by the fact that although it is legally recognized that it is necessary to use data from various public opinion polls in assessing the activities of the Russian police, however, their consistency and reliability remain in question. Every year, public opinion polls in the constituent entities of the Russian Federation are conducted by the Federal Security Service and territorial divisions of the Ministry of Internal Affairs of the Russian Federation. A comparison of the assessments received by the various subjects of the federation in the course of these two monitoring surveys will show how they are consistent with each other and whether they can be considered as complementary institutions. Problem statement: the monitoring results obtained by the territorial bodies of internal affairs of the Ministry of Internal Affairs and the Federal Protective Service (Russia) differ significantly not only in the hotel regions, but also in the whole country. The estimates of police activity obtained by the Ministry of Internal Affairs are almost twice as high as those obtained by the Federal Protective Service (Russia. The purpose of the study: by comparing the estimates obtained from different monitoring surveys of public opinion about the police, to identify the degree of their mutual consistency and reliability. Research methods are associated with the use of both general scientific (logical) methods and special methods of economic and mathematical analysis. In particular, the consistency of the results of the surveys of the Federal Protective Service (Russia and the Ministry of Internal Affairs of Russia was checked by comparing the Top 5 in the ratings of regions, as well as calculating the Spearman correlation coefficient. We used the materials of information certificates sent by the territorial bodies of the Ministry of Internal Affairs of Russia at the request of the research center of the Academy of Management of the Ministry of Internal Affairs of Russia, during the implementation of a scientific study on the topic “Organization of the study of public opinion about the police at the regional level”. Results and key conclusions obtained during both monitoring assessments of citizens’ confidence in the police and the effectiveness of its work strongly depend on how citizens assess their protection from criminal attacks; at the same time, there is no correlation between the assessments received by the FSO and the Ministry of Internal Affairs of Russia, which actualizes the need to professionalize the conduct of sociological surveys in the regions.
