Abstract

The article presents an analysis of the author's sociological study «The return potential of academic mobility for Russia: the scale, socio-demographic structure, conditions for implementation», conducted in November-December 2020 by offline and online interviewing. The aim of the study was to identify the quantitative and qualitative characteristics of the return potential of outbound academic mobility for Russia in the OECD countries. The research tasks were to determine the socio-demographic characteristics, motivation for leaving Russia, as well as the reaction to the measures of Russia's socio-economic policy based on the results of in-depth interviews conducted with 21 highly qualified Russians working or studying abroad. The results of the study showed: at the present time it is necessary to activate state mechanisms for the return of highly qualified specialists to Russia through the creation of new cooperation schemes; expand programs for attracting compatriot scientists for their cooperation with Russian universities and joint research projects; there is a need to pay more attention to knowledge-intensive sectors of the economy that can facilitate the transition of the national economy to the production and trade of innovative products and services. The author believes that this will have a stimulating effect on the exchange of knowledge and experience, can further stimulate the creation of attractive jobs, and ultimately will affect the reduction of the brain drain, that is, everything will work for the sustainable development of Russia.
