Abstract

The article is devoted to the results of research carried out within the framework of the project Monitoring of integration processes in the EAEU. Based on the analysis of a wide range of sources, the main characteristics of the EAEU target model and the current state of affairs were compared, the summarized results of which are presented in the table. General scientific methods were used to solve research problems: analysis, synthesis, hypotheses, various comparative approaches. The expediency of assessing the processes of Eurasian integration in comparison with EU models is noted, since the elements of institutional similarity make it possible to more accurately fix the essential differences, and taking into account the positive and negative experience of the EU helps to improve the management of the Eurasian project. A comparison of the target and actual characteristics allows us to draw a conclusion about the differences between the strategic plan and the current state of the Eurasian integration model. When considering the factors affecting the slowdown in the pace of progress towards the target model of the EAEU, special attention is paid to the situation associated with the risks of reaching the political limits of economic integration and the violation of the previously established cost-benefits trade-off from participating in the project. It is concluded that integration based only on economic mechanisms contains risks that reduce its stability in a crisis situation, and therefore it is necessary to further develop trust mechanisms, strengthen the role of legal integration and expand the base of cooperation based on the mechanism of package agreements. The effective use of the package agreements mechanism makes it possible to combine disparate national strategies so that the overall benefits of participating in integration exceed the costs of each.
